Residence permit

» RESIDENCE PERMITS FOR STUDENTS - other than EU/EEA citizens (pdf)

An international student accepted to a degree programme needs a residence permit in order to be able to start his/her studies in Finland. You can obtain the first residence permit and a travel visa (if needed) from the Finnish Embassy in or nearest to your home country or your country of residence. Please notice that visas are only for entering the country and for short-term stays and not valid for studying.

At the submission of the application for the residence permit, a fee has to be paid. The  residence permit is issued for one year at a time. Extension of the permit can be applied for at the local police authorities.

Scandinavian citizens do not need any visas or residence permits for studies in Finland.  Students from the EU/EEA countries do need a residence permit issued by the local police authority.

Insurance

Students from the EU/EEA countries have the right to municipal health care in Finland, if they are covered by health insurance in their own country (European Health Insurance Card).

Students from outside the EU/EEA countries are not covered by the Finnish national health insurance. To the residence permit, from 1 September 2007 a student from a non-EU country must have a valid  health insurance issued by reliable company or institution. Non-EU students who are studying in Finland in a full-time degree programme for minimum of two years need a health insurance that covers medicine costs.
